Crisis Group role:
Cillian works as a Senior Analyst in the Jakarta office, covering developments in Timor-Leste and Indonesia. Based in Dili from 2009 to 2011, he has researched and written reports on issues such as police and broader security sector reform, border security, land administration and post-resistance politics. Since moving to Jakarta in 2011, he also leads research on conflict in Papua. From 2006 to 2009, he worked in Crisis Group's Brussels headquarters as a researcher on cross-cutting issues and as special assistant to its Deputy Presidents. Before coming to Crisis Group, he worked in radio news production with National Public Radio in Washington, DC and as a researcher with the Harvard Program on Humanitarian Policy and Conflict Research (HPCR). A graduate of Yale University, he speaks French, Tetum and Indonesian and is conversant in Portuguese.
