Crisis Group President Louise Arbour will speak on global challenges in 2012 at the Vancouver Board of Trade. Introduction by Frank Giustra, President & CEO, Fiore Financial Corporation.
If there are two lessons the crises in North Africa and the Arab regions have taught us, they are that, first, apparent stability can evaporate with alarming speed; and, secondly, the ability of the international community effectively to influence events is often seriously circumscribed.
In her address, Louise Arbour will reflect on some of the challenges facing international stability in the year ahead, and beyond, asking how we can more effectively anticipate impending crises; and how we can more successfully help accelerate the path towards lasting stability.

The Sri Lankan security forces and the Liberation Tigers of Tamil Eelam (LTTE) repeatedly violated international humanitarian law during the last five months of their 30-year civil war. Although both sides committed atrocities throughout the conflict, there are credible accusations that the scale and nature of violations grew much worse from January 2009 to the government's declaration of victory in May. On the first anniversary of the end of fighting, International Crisis Group President Louise Arbour will examine these allegations and make the case for an independent international inquiry as a necessary step in making Sri Lanka's tenuous and bitter peace more just and sustainable. Five Years after the Andijan Massacre: Roundtable on the Deteriorating Human Rights Situation in Uzbekistan

A coalition of international non-governmental organisations, Uzbek human rights defenders and European journalists will hold a roundtable at the European Parliament to examine new evidence from the Andijan massacre in Uzbekistan and discuss the human rights situation in the country since.
The event, “Uzbekistan Five Years after Andijan”, will be held at the European Parliament Room A5E1 from 1030h to 1440h on 4 May, 2010, Brussels. It is organised by Amnesty International, Andijan for Justice and Rebirth, the Association for Human Rights in Central Asia, FIDH, Front Line, Human Rights

The Road to 2011: Democracy, Human Rights and Peace in the Democratic Republic of the Congo

Crisis Group’s Senior Analyst on the Democratic Republic of Congo, Guillaume Lacaille, will address a roundtable organised by the UK All Party Parliamentary Group (APPG) on the Great Lakes, at Westminster Palace,
The meeting will look at politics, governance and elections in the lead-up to the 2011 elections, and the problem of security building in the eastern DRC. The meeting will also consider policy options for the UK and international community in influencing the Congolese government. Guillaume will present some of the findings from the forthcoming Crisis Group report on the FDLR rebel group operating in Eastern Congo.

Russia and the New Geopolitical Landscape

Crisis Group Board member George Soros generously hosted a dinner discussion at his residence on the topic of the Russia/Georgia conflict and the resultant shift in the geopolitical landscape post-conflict. About 40 people joined our speakers and Crisis Group staff in a lively discussion and question and answer session discussing the Russian position on the conflict; the effect that the conflict in Georgia has had on the reputation of the Russian leadership and population in the eyes of the global community; the situation on the ground and the Georgian perspective; the strength and sway of the United States in Georgia and in Russia; and what a new administration will mean for U.S.-Russia relations and for U.S. influence in the former Soviet bloc. Dr. Les Gelb spoke to the contemporary Russian psyche and what effect this has on their foreign policy and Putin’s power over the country. They also discussed the priorities of the international community and the United States in recognizing Russia as an economic and world power and the impetus behind Russia’s behavior both in domestic matters and in international affairs. George Soros, drawing on his experience in the early 1990’s encouraging democratic government in the former Soviet bloc gave a contrasting view on the desire for democracy in Russia. Lawrence Sheets, based in Tbilisi, also gave background on the political tensions that resulted in the outbreak of violence and outlined the lead-up to the confrontation between Russian and Georgian troops in August. |

Stanley and Edward Bergman host a breakfast to discuss the new role of Africa in the US-African relationship and the new lens through which the West much view the continent.
For more than three decades, U.S. economic, security and diplomatic engagement with Africa has been filtered through distorting prisms, including the Cold War, post-colonialism, the so-called “African Renaissance,” humanitarian disasters, seemingly endless conflict and the counter-terrorism effort. By contrast, the real U.S. relationship with Africa has grown tremendously, as reflected in record levels of trade, investment, and assistance. With a new administration set to take over in Washington in January 2009, the time has come to reconsider the programs and policies that govern the American/African relationship at the official level, as well as the links between U.S. and African business and civil society. This review must see Africa for what it is: a continent of immense opportunity for enhanced ties with the United States but also a continent facing equally immense problems of governance, conflict and socio-economic deprivation. |

Making the Case for Security Council Resolution 1325: Catalysing Support for Full Implementation through Research and Advocacy Crisis Group co-hosted this all-day conference with the International Women Leaders Global Security Initiative and in partnership with the Council of Women World Leaders, the White House Project and Women Leaders International Forum. Generously hosted by DLA Piper US LLP, the morning session began with presentations covering the goals of the conference. Carla Koppell started with a talk about accountability mechanisms for SCR1325, Nyaradzai Gumbonzvanda followed with recommendations for practical implementation, and Sanam Naraghi Anderlini finished with research and advocacy methods associated with Resolution 1325. The afternoon rounded out the conference with working group discussions and an in-depth analysis of the next steps necessary for moving forward the implementation of SCR1325 within the UN system and throughout peacekeeping dialogues. |

Breakfast Briefing with Samina Ahmed On 1 May Crisis Group South Asia Project Director Samina Ahmed led a breakfast briefing on the current political and social situation in Pakistan. Generously hosted by White & Case LLP, Samina covered the events leading up to and the aftermath of Musharraf’s declaration of emergency rule. She also discussed the importance of establishing the Rule of Law within the country to the future of democracy, and spoke to the average citizen’s desire for a democratic government, demonstrated in the recent Presidential elections when, even after Benazir Bhutto’s assassination, a great number of citizen’s cast their votes. She maintained that the country's best hope was the strengthening of the coalition government formed, making clear that the fragile agreement was key to the stability of Pakistan. |

The Future Status of Kosovo Hosts: White & Case LLP, International Crisis Group Lead Speaker: Ambassador Frank Wisner On 14 December, the International Crisis Group and White & Case LLP co-hosted a discussion with Ambassador Frank Wisner, Special Representative of the US Secretary of State to the Kosovo Status Talks, on the effort to reach a negotiated settlement on Kosovo’s future status. Ambassador Wiser reviewed the rationale behind the US-EU-Russian Troika process and presented the conclusions of the Troika report, as submitted to the UN Security Council in early December. He argued that conditional independence "within a matter of weeks, not months" was the only realistic option – all others had been exhausted by the Troika – while outlining the stress points (Serbia, Bosnia, and Russia) that would require a carefully balanced US-EU approach. |

Human Trafficking and Armed Conflict: Lunch with Ambassador Mark Lagon International Crisis Group hosted a working lunch with U.S. Ambassador-at-Large and Director of the Office to Monitor and Combat Trafficking in Persons Mark Lagon, to discuss the interplay between trafficking in persons and conflict. The discussion focused on his approach toward the prevention of trafficking and his plans for the position he assumed at the end of May 2007. Participants included senior representatives from NGOs and UN agencies who work in various capacities in the human trafficking field in New York, as well as potential Crisis Group donors. Ambassador Lagon described trafficking as "modern-day slavery", and discussed the links between trafficking and conflict around the world, noting that trafficking expands when rule-of-law and social order break down. Making clear that action and advocacy are required for the prevention and prosecution of human trafficking, Ambassador Lagon went on to discuss the challenges faced by the US government, the international community, multilateral actors and NGOs in eliciting compliance and cooperation from countries involved in human trafficking. We raised with Ambassador Lagon our concern over the politicization within the US government of the anti-trafficking effort, noting that sanctions have gone ahead on Burma, Cuba, Iran, North Korea and Venezuela, but have been waived on close allies of the United States. We also raised concerns over the strong emphasis given to faith-based agencies in allocating US government funds for anti-trafficking, and over the difficulties experienced by victims of human trafficking in their attempts to bring their abusers to justice, even in the United States. |

Iraq and the "Responsibility to Protect" International Crisis Group co-hosted a roundtable discussion on "Iraq and the Responsibility to Protect" at the Ralph Bunche Institute for International Studies at the City University of New York, the institution that will house the new Global Centre for the Responsibility to Protect. The program featured presentations by Gareth Evans, Juan Mendez of the International Center for Transitional Justice, and Crisis Group Deputy Program Director of the Middle East and North Africa program Joost Hiltermann. The three speakers addressed the conflict in Iraq by examining the extent to which Iraq represents a current or potential case for international engagement to prevent genocide and other mass atrocities. The discussion, which included senior UN officials and Ambassadors and high-level NGO players, focused on how to operationalize the R2P concept in real world cases, whether the world will accept that the same Coalition forces that have been involved in the overthrow of Saddam Hussein are now to help prevent mass atrocities, and the interplay between transitional justice and R2P prevention. This meeting served as the first GCR2P event in anticipation of the official launching of the center early next year. |
