Kosovo's Independence

Crisis Group has been active in Kosovo since late 1997. Crisis Group's initial Kosovo reports outlined the human rights abuses incurred while the former Yugoslav President Slobodan Milosevic struggled to control the province, assessed the 1999 NATO air campaign, and analysed the subsequent efforts of the United Nations and KFOR troops to implement Security Council Resolution 1244.

Since then, our Kosovo team has focused on the progress and subsequent failure of international efforts to broker agreement between Pristina and Belgrade on Kosovo’s future status. Following Kosovo’s declaration of independence on 17 February 2008, their attention turned to the consolidation of the new state, amid continued risks to stability in the north and Serbia’s efforts to advance a strategy to divide Kosovo. The team are examining such issues as implementation of the Ahtisaari plan for supervised independence; the role of international supervisory institutions, especially UNMIK, and the recently approved European Union mission (EULEX); security risks for both the Kosovo Albanian and Serb population; Provisional Institutions of Self-Government (PISG) performance; decentralization and economic potential.
