Croatia emerged from the Balkan conflicts of 1992-95 in a strong regional position, under a strong nationalist leader, President Franjo Tudjman. Tudjman's death in late 1999 and the election of a new more moderate government in 2000 gave Croatia the chance for a new start. Despite the fact that Croatia is a candidate country for EU membership, it still has to deal with the legacy of the war: the return of Serbs displaced during the conflicts and coming to terms with the obligations of the war crimes tribunal.
