As Development Officer for Government and Multilateral Relations, Gioconda manages a portfolio of donor relations with governments and foundations, and is in charge of monitoring and implementing obligations under grant agreements. 

Professional Background

Previously, Gioconda worked for Women Political Leaders Foundation (WPL) in Brussels where she managed partnerships with governments, foundations and academia. She was also in charge of content development for programming. Prior to WPL, Gioconda was the National Reports Officer at the United Nations Office for the Coordination of Humanitarian Affairs. She produced reliable information for the coordination of the emergency response in Ecuador after the 2016 earthquake. Her background is in monitoring and evaluation of programs and public policy for the fulfillment of children’s rights and other groups in conditions of vulnerability in Latin America. Her field experience includes working with asylum seekers and refugees with the United Nations High Commissioner for Refugees in two field offices in Ecuador.

She holds a MA in Conflict Studies and Human Rights from Utrecht University and a BA in Economics and Peace Studies from the University of Notre Dame.
