CENTCOM commander Joseph Votel posited that "years of conflict in Afghanistan have caused large-scale humanitarian crises exacerbated by porous national borders, and provided Iran, Russia and China opportunities to expand their influence in the region". He added that "Iran continues to use the Taliban to secure its own interests and to counter the ANDSF's [i.e. Afghan National Defence and Security Forces] attempts to improve security conditions across the country".
