CENTCOM commander Joseph Votel noted that "years of conflict in Afghanistan have... provided Iran, Russia and China opportunities to expand their influence in the region". He added that "Iran continues to use the Taliban to secure its own interests and to counter the ANDSF's attempts to improve security conditions across the country".
