The U.S. State Department in its Country Reports on Terrorism 2018 contended that “the Iran-backed, U.S.-designated FTO [Foreign Terrorist Organisation], Kataib Hizbollah, continued to operate in Iraq during 2018. Iran-aligned Iraqi militias instigated violent and destabilising activities in Iraq and within the region.” The report went on to assert that “Iran-supported Shiite militias in Iraq have also committed serious human rights abuses against primarily Sunni civilians”.
