The U.S. envoy to the UN, Nikki Haley, argued that Iran's objective in Iraq "is to exploit uncertainty in order to create an Iranian-controlled corridor for weapons and fighters from Tehran to the Mediterranean". Citing reports of Iranian missile transfers into Iraq and calling Iranian strikes against KDPI headquarters "a blatant violation of Iraqi sovereignty", Haley asserted that IRGC Qods Force Qasem Soleimani "has practically taken up residence in Iraq since the May elections" and "is there to build an Iraqi government that is under the control of the Iranian regime".
