Israel’s National Security Council announced that “the travel warning for Istanbul will be lowered back [from Level 4] to Level 3, which constitutes an intermediate threat”, adding “Several Iranian initiatives to attack Israeli citizens in Istanbul were thwarted… [which] led to the lowering of the threat level”. The Counter-Terrorism Division cautioned that “the Iranian motivation is still high… There are still efforts to build infrastructures on the one hand and to locate potential Israeli and Jewish targets on the other”.
