The U.S. Special Representative for Iran, Brian Hook, indicated that “we have seen some tactical displacement of Iranian troops. We see both Russia and Syria recognising the incentives for Iranian troops and forces under Iranian command and control to leave Syria… That has been a condition of American and the international community providing reconstruction assistance”. Hook added that Iran “is an obstacle… to moving along toward a post-conflict political process. So we think that there are increasing incentives for Iran to leave Syria”. Relatedly, the Israeli military reported “a backward movement [of Iranian/Iranian-backed forces] from various locations to other locations that are further away and in reduced numbers”, assessing the shift to be “not massive, not underwhelming” yet “undeniable”.
