The U.S. State Department in its Country Reports on Terrorism 2018 assessed that “the [Syrian] regime continued to provide weapons and political support to Hizbollah and continued to allow Iran to rearm the terrorist organisation”. It further contended that “the Assad regime’s relationship with Hizbollah and Iran grew stronger in 2018 as the regime became more reliant on external actors to fight opponents and secure areas”.
