In a speech entitled "Towards a Successful, Comprehensive and Enduring Negotiated Solution with Iran", a senior U.S. diplomat argued that "we are offering Iran the possibility of a full normalisation of relationships with the rest of the world... to my knowledge, no U.S. administration has ever offered modern Iran anything like this". He added that "we would need to see a great deal of change in Iran's destabilising behaviours before would be able to embrace Tehran in this fashion". He went on to outline U.S. expectations as they relate to Iranian fissile material production, IAEA access and ballistic missiles, adding that a future arrangement should take the form of a legally-binding treaty.
