Secretary Pompeo remarked that "there are still a number of decisions pending before the... 4 November [sanctions] deadline that we've got to make about waivers or potential waivers... but make no mistake about it, come 4 November there will be a fundamentally different set of rules with respect to anyone who deems it necessary to engage in economic activity with the Islamic Republic of Iran". He also underscored that regime change is "not U.S. policy".
