The U.S. special representative for Iran, Brian Hook, suggested that "Iran must end its proliferation of ballistic missiles and half further launching or development of nuclear-capable missile systems". Calling for a return to what he termed "the pre-JCPOA consensus", Hook argued that "placing temporary limits on Iran's nuclear program while allowing the regime to develop and proliferate ballistic missiles is a failed policy that the world cannot continue".
