The special representative for Iran, Brian Hook, assessed that "the Iranian regime has historically not come to the negotiating table absent significant economic and diplomatic pressure. The re-imposition of our sanctions are designed to do two things: deny the regime the revenue it needs to fund violent wars abroad, and also to change the cost-benefit analysis in our favour so that Iran decides to come back to the negotiating table".
