The national security advisor, John Bolton, opined that "the re-imposition of the [U.S.] sanctions, we think, is already having a significant effect on Iran's economy and on... popular opinion inside Iran". Bolton went on to reiterate that "regime change in Iran is not American policy. But what we want is massive change in the regime's behaviour". He also indicated that the U.S. will "do other things to put pressure on Iran as well, beyond economic sanctions", and promised that "we are fully prepared for any contingency that Iran creates".
