The White House released its National Strategy for Counter-terrorism, which noted that "we continue to face threats from Iran, the most prominent state sponsor of terrorism, through its global network of operatives and its ongoing support to an array of terrorist groups". The strategy identified the IRGC's Qods force as "Iran's primary terrorist support arm", and assessed that it "has the capability to target U.S. interests and possibly the homeland".
