Intense diplomatic efforts under way to resolve impasse over disputed border demarcation, with visits from German Chancellor Schroeder, UK’s Foreign Office minister and US deputy assistant secretary for African Affairs. Continued ethnic violence in western Ethiopia has caused at least 5,000 to flee to Sudan.

Border tension eased. Armed forces leaders of both countries pledged to maintain military stability between their countries – agreed in principle to set up joint military commissions to prevent incidents on disputed border from escalating. Former Canadian Foreign Minister Lloyd Axworthy appointed UN special envoy to help resolve stalled peace process. But at least 50 killed in Ethiopia in clashes over land near Sudan border, with government accusing Eritrea of backing rebels who incited violence.

Little movement in border dispute. Members of independent international border commission met with representatives of Eritrea and Ethiopia in the Hague 19 November, but process remains stalled. International community engaging in shuttle diplomacy to resolve impasse. Government suspended country’s independent journalists association.

Border dispute with Eritrea could erupt anytime, said Ethiopia’s PM Meles Zenawi 16 October. On 3 October Ethiopia again rejected independent boundary commission decision awarding disputed border village of Badme to Eritrea, shortly after UN Security Council told it to accept. Ethiopia says commission decision could lead to instability and return to war. Eritrea reacted with call for action from international community, describing situation as “explosive”. Independent border commission was to begin physically demarcating border in October, but now postponed indefinitely. Eritrea also dismissed claims by Ethiopia it was sponsoring terrorism in latter. UNMEE peacekeeping mission has warned that peace process under severe stress.

International Boundary Commission will soon attempt to demarcate border, although elements in Ethiopian Government have signalled reluctance to cooperate – calling for new body to rule on disputed areas. Eritrea opposes call. Mandate of UN peacekeeping mission (UNMEE) renewed for another six months. UNMEE urged both governments to speed up steps to demarcate border.
