Russia has been building up forces near Ukraine for several months, but there are some voices that claim that the implicit threat of military action is a bluff.

In this short interview, Crisis Group's Program Director for Europe and Central Asia Olga Oliker explains why she thinks this may not be a bluff, but rather the result of Moscow misunderstanding of Ukraine. Nevertheless, she says that since the current European security order is clearly not working, at least for Russia, a new order should be discussed.
