It welcomed President Donald Trump’s decision to pull the U.S. out of the 2015 nuclear agreement, which the Israeli government adamantly opposed, and has been critical of attempts under the Biden administration to revive the agreement. Israel also is concerned about Iran’s support for militant groups in Lebanon and the occupied Palestinian territories and about its military deployments in Syria. Indeed, the Israeli-Iranian standoff, which plays out across multiple fronts, could trigger escalating tit-for-tat strikes and even a wider direct or indirect conflict between them and their respective allies. II. Recent Developments 1 October 2023 Unconfirmed media reports indicated that Israel had conducted airstrikes near Damascus, said to be “targeting an Iranian weapons shipment” en route to Lebanon. View More 28 September 2023 Defence Minister Yoav Gallant contended that “in the face of Iranian aggression, we must prioritize security readiness and capabilities, as well as bold actions by the international community… The Iranian drones that kill innocent civilians around the world are just the promo for what we will see, if the missile embargo on Iran expires in a month”. “Iran will have freedom of action to deploy advanced missiles, alongside its race to obtain military nuclear weapons. In the face of Iranian aggression, the international community must take significant actions”, he added. View More 27 September 2023 Israel’s domestic security service announced uncovering what was described as “an Iranian-backed terror cell that attempted to carry out attacks in Israel and the West Bank, including against National Security Minister Itamar Ben Gvir and former Likud lawmaker Yehudah Glick”. In a statement, the Shin Bet said its “investigation reveals the nature of Iran’s methods of using Israeli citizens, including people with a criminal background, and recruiting them to promote terrorist activity on criminal operation platforms, in exchange for financial payments”. View More 23 September 2023 The Israeli military reported that “IDF soldiers spotted an engineering vehicle’s shovel crossing the Blue Line from Lebanon into Israeli territory in the area of Mount Dov… In response, IDF soldiers used riot dispersal means”. Lebanon’s army asserted that Israel had “violated the withdrawal line fired smoke bombs at a Lebanese army patrol that was accompanying a bulldozer removing an earthen berm erected by the Israeli enemy north of the withdrawal line, the blue line… The Lebanese patrol responded to the attack by firing tear bombs”. View More 22 September 2023 Addressing the 78th UN General Assembly, Prime Minister Netanyahu warned that Iran’s leaders would “do every they can to thwart this historic peace” between Israel and Saudi Arabia, adding: “Iran continues to spend billions to arm its terror proxies. It continues to extend its terror tentacles… Iran’s drones and missile program threaten Israel and our Arab neighbours”. Netanyahu further contended that “Iran is violating the [nuclear] deal. But the sanctions have not been snapped back. To stop its nuclear ambitions, this policy must change. Sanctions must be snapped back and above all, Iran must face a credible military threat. As long as I am prime minister of Israel, I will do everything in my power to prevent Iran from getting nuclear weapons”. He further underscored that “we should support the brave women and men of Iran who despise this regime and yearn for freedom… It is the people of Iran, not their oppressors, who are our real partners for a better future”. View More 21 September 2023 The Israeli military announced that it had targeted “two temporary structures that were being used by the Syrian army… violat[ing] the 1974 Disengagement Agreement between Israel and Syria in the Golan Heights”, and added: “The IDF holds the Syrian regime responsible for all activities emanating from its territory and will not allow any attempts to violate Israeli sovereignty”. The same day, unconfirmed accounts reported that “two men were killed in an alleged Israeli drone strike in southern Syria”. View More 20 September 2023 President Biden met with Prime Minister Netanyahu, with both leaders reaffirming “their commitment to ensuring Iran never acquires a nuclear weapon, as well as ongoing close cooperation between Israel and the U.S. to counter all threats posed by Iran and its proxies”. Netanyahu contended that “prevent[ing] Iran from achieving nuclear weapons capability… can be best achieved by a credible military threat, crippling sanctions and supporting the brave men and women of Iran who despise that regime and who are our real partners for a better future”. View More 15 September 2023 In a letter to the Secretary-General, Iran’s UN ambassador criticised “inflammatory and bellicose comments by the head of Mossad”, asserting that they “not only constitute a flagrant violation of international law... but also serve as a clear illustration of the acts of terrorism this illegitimate regime has always used to maintain its existence”. He went on to warn against “adventurism and malicious activities”. Relatedly, the IRGC's commander declared that Israeli had “resorted to empty rhetoric and threats... Go ahead if your previous assassination operations have increased your security. However, you should know that if you make threats against [Iran’s] security, we will have more options and your life will be cut short”. View More 13 September 2023 Syrian state media reported Israeli airstrikes against “air defence positions in Tartous”, killing two soldiers and injuring six others. The following day, Israel’s defence minister remarked: “Last night, we saw another proof that in Israel, the roar of the jets is greater than all the other noises on the ground... In the end, what counts is action, not words”. View More 11 September 2023 Defence Minister Yoav Gallant presented what he described as evidence of Iran building an airport in Lebanon approximately 20km from the border with Israel, adding: “You can see the Iranian flag flying over the runways, from which the ayatollah regime plans to operate against the citizens of Israel… The land is Lebanese, the control is Iranian, and the target is Israel”. “If it comes to a conflict”, he warned, “Hizbollah and Lebanon will pay heavy and painful prices”. He further asserted that “Israel… will not allow the establishment of a second Hizbollah in the Syrian Golan Heights, and the use of Syrian soil as a springboard for the transfer of [advanced] weapons to Hizbollah”. Gallant also noted that Iran’s “ultimate goal is to create another front against Israel, along the Jordanian border… Iran is also behind the wave of terrorism in Judea and Samaria: funding, weaponry, and direction, with the aim of sowing destruction and terror”. Relatedly, the IDF chief of staff warned that “our enemies may be tempted to see an advantage in the multi-front threat to us. It is better for them to know that when Israel is threatened, it knows how to mobilise all its resources, put the differences aside – and attack”. View More 10 September 2023 The head of Mossad reiterated that “Israel will not accept Iranian high-level enrichment, as is currently occurring… The international community must not accede to a situation in which what separates Iran from military-grade enrichment is a decision alone”. He further contended that “even if all the current understandings to reduce tension are realised, as discussed between Iran and the West, this will not roll back the advanced capabilities that Iran has developed and accumulated… The current dialog between Iran and the West does not reflect genuine willingness on the part of Iran to curb its nuclear program. Rather, it demonstrates Iran’s cynical attempt to release money frozen as part of the international sanctions imposed on it, while continuing to develop and expand its nuclear capabilities”. The following day, the head of the National Security Council affirmed that “if we detect uranium enrichment above 60 per cent then Israel will have no choice but to act… I don’t think we gamble on our fate if this seems to be the Iranian policy. Let’s hope we don’t get to that moment, but we’re preparing for it anyway”. View More 10 September 2023 The head of Mossad indicated that “Iran has persisted unceasingly in pursuing terror using proxy teams tasked with attacking Israelis and Jews and hunting down Iranian dissidents living abroad, media people and anyone perceived by the Iranian regime as a threat… This past year alone, we have worked together with our partners in the Israeli intelligence community and worldwide to disrupt 27 teams that have tried to mount attacks in Europe, Africa, South east Asia and South America”. He further warned that “any harm done to any Israeli or Jew in any way whatsoever, and I mean in any way whatsoever, via proxy or Iranian alike, will elicit a response against the Iranians who dispatched the terrorists and the policy makers who authorised the terror units to carry out the plots, from the bottom all the way up to the top… The price will be exacted from terrorists deep inside Iran, in the heart of Tehran”. View More 5 September 2023 Foreign Minister Eli Cohen inaugurated Israel’s embassy in Manama, highlighting a bilateral commitment “to increase the number of direct flights, the tourism, the trade volume, the investments”. Bahrain’s top diplomat remarked that opening the embassy “signifies our shared commitment to security and prosperity for all the peoples of our region”. View More 31 August 2023 The National Security Council Counter-Terrorism Division issued a travel warning in which it assessed that “Iran still constitutes the main global terrorist threat and is continuing to promote attacks on Israeli nationals around the world both directly and via proxies that it operates”. It further noted that “Iranian terrorists are continuing their attempts to contact Israeli nationals, in Israel and abroad, under business covers or by impersonating other elements, in order to attack or abduct them. Several Iranian attempts to attack Israeli and Jewish targets have been thwarted in the past year”. “Countries in proximity to Iran (such as Georgia, Azerbaijan, Turkey and the Kurdish area), the Mediterranean Sea basin, Africa and Latin America” were identified as being particularly high risk. View More 29 August 2023 Defence Minister Yoav Gallant told UN Secretary-General Antonio Guterres that “the potential for escalation on the northern border is increasing following a blatant violation of Lebanon’s sovereignty by Hizbollah’s military build-up… The UN must urgently intervene to reduce tensions by strengthening the freedom of movement of the UN Interim Force in Lebanon in the region, and implementing its mandate on the northern border”. View More 28 August 2023 Syrian state media reported renewed Israeli airstrikes against Aleppo International Airport, putting it out of service. Media reports citing unnamed regional intelligence sources indicated that “the attack targeted an underground munitions depot run by Iran’s Revolutionary Guards Corps within the compound of Nairab military airport” nearby. View More 26 August 2023 After a senior Hamas official warned that “the Resistance alliance is prepared… to partake in a regional war, and the active parties are ready and prepared for it”, Prime Minister Netanyahu responded: “Hamas, and the other Iranian proxies, understand very well that we will fight with all means against their attempts to use terrorism against us – in Judea and Samaria, Gaza and everywhere else. Whoever tries to hurt us, whoever finances and organises, whoever dispatches terrorists against Israel – will pay the full price”. Two days later, Hizbollah leader Hassan Nasrallah declared that “no assassination attempt on the Lebanese soil targeting the nationals of Lebanon, Palestine or Iran or other countries would go unanswered”. View More 24 August 2023 The Shin Bet, Israel’s domestic security service, announced the arrest of four Arab Israelis suspected of smuggling “a large number of quality weapons”, including Iranian-made explosives, asserting that “Hizbollah worked to recruit and operate an infrastructure of smugglers in Israel for the purpose of distributing unusual illegal weapons to various parties, including criminal elements”. A senior official contended that “this affair once again illustrates the efforts of terror elements from Hizbollah and Iran to exploit the Arab citizens of Israel for activities against the state”. On August 27, the Israeli military elaborated on a July discovery of arms smuggling from Jordan, indicating that it had included “Iranian-made explosives”. View More 21 August 2023 Prime Minister Netanyahu stated: “We are in the midst of a terrorist onslaught that is being encouraged, directed and financed by Iran and its proxies… We are using means, and we will use yet more, both offensive and defensive, to settle accounts with the murderers and those who dispatch them, near and far”. Defence Minister Yoav Gallant further posited that “the most significant change on the ground is related to Iranian financing and intent. Iran is looking for any way to harm the citizens of Israel. We will take several actions that will restore security to the citizens of Israel... All options are on the table”. The organisation’s leader was also blacklisted. View More 13 August 2023 The Israeli military reported that “a suspect approached the security fence in the area of Metula on the Blue Line with Lebanon... The suspect hurled a Molotov cocktail toward the fence and caused light damage to the indication cable of one of the culverts in the area of the fence”. View More 12 August 2023 Prime Minister Netanyahu contended that “arrangements that do not dismantle Iran’s nuclear infrastructure will not stop its nuclear program and will only provide it with funds that will go to terrorist elements sponsored by Iran”. View More 8 August 2023 During a visit to the border with Lebanon, Defence Minister Yoav Gallant warned Hezbollah’s leadership that in the event “an escalation or conflict develops here, we will return Lebanon to the Stone Age. We will not hesitate to use all our power, and erode every inch of Hezbollah and Lebanon if we have to… Don’t mistake us, we don’t want war, but we are ready to protect our citizens, our soldiers, and our sovereignty”. View More 8 August 2023 Israeli Foreign Minister Eli Cohen indicated that “the Saudis made several demands of the U.S., which, in their view, are key to advancing the normalisation process with Israel. Most of these request concern Iranian aggression and the kingdom’s ability to defend itself against this threat”. He further asserted that “a nuclear-armed Iran is no mere hypothetical threat. If the regime builds a nuclear weapon, it would almost certainly ignite a regional nuclear arms race… The U.S.’s defence commitment acts as South Korea’s deterrent against Northern aggression. A comparable American defence pledge could reassure Middle Eastern nations, primarily Saudi Arabia and the Gulf states”. Cohen also argued that “a united front, bringing together moderate Sunni nations and Israel, would be an effective check on Iran’s growing ambitions”, adding: “This solution is no substitute for the ceaseless efforts of the international community, and of Israel, to prevent the Iranian ayatollah regime from attaining nuclear military capabilities. The way to achieve this is through international economic and diplomatic pressure and a credible military threat that will force the Iranian regime to recalculate its path”. We don’t want a world in which Iran can threaten New York or Washington or Los Angeles or anything in between with nuclear weapons. The following day, Prime Minister Netanyahu reacted to Nasrallah’s threat by saying: “Even Nasrallah knows that it is worth neither his while, nor Lebanon’s, to put us to the test”. View More 25 July 2023 U.S. Secretary of Defense Lloyd Austin and his Israeli counterpart, Yoav Gallant, “discussed the range of Iran-backed threats to regional security and stability and agreed to continue working together to counter these threats”. The following day, Gallant met the commander of CENTCOM and, according to an Israeli readout, conferred on “progress in the security-military coordination between Israel and the U.S. to prevent military nuclear weapons from Iran” and “the security challenges in the region, focusing on Iranian terrorist activity throughout the Middle East, including funding, training and the transfer of weapons to terrorist organisations in Syria and in Lebanon”. The following day, Biden met with President Herzog in Washington, where the two also discussed “key issues of mutual concern, including enhanced coordination to prevent Iran from acquiring a nuclear weapon and Iran’s growing defence partnership with Russia”. View More 10 July 2023 Azerbaijan’s State Security Service confirmed the arrest of an Afghan citizen, who had traveled “from a foreign country”, on suspicion of planning an attack against a foreign embassy. Media reports identified Israel’s embassy in Baku as the potential target. View More 6 July 2023 Israel’s military confirmed that “a launch was carried out from Lebanese territory and exploded adjacent to the Blue Line in Israeli territory. In response, the IDF… [targeted] the area from which the launch was carried out in Lebanese territory”. The same day, unconfirmed accounts reported an Israeli air strike against targets described as “Iranian advanced arms depots in Damascus”. View More 2 July 2023 The head of Palestinian Islamic Jihad remarked that “there was a great focus in order for the West Bank to move from a state of coexistence and calm to a state of resistance that we see today, and of course, all of this coincides with the directives of [Supreme Leader Ali Khamenei], and during our last meeting with him in Tehran, he renewed the call for that and for the development of work in the West Bank”. He further asserted: “We acknowledge that the Islamic Republic of Iran has provided assistance to the Palestinian resistance, including expertise and training”. View More 2 July 2023 Syrian state media reported Israeli missile strikes against “some sites in the vicinity of Homs”, noting: “air defences repelled the aggression which only caused a material damage”. The Israeli military indicated that “an anti-aircraft rocket was launched from Syria toward Israel…the rocket appears to have exploded in the air over Israeli territory”. It subsequently stated that “in response… IDF fighter jets struck an anti-aircraft battery in Syria. In addition, the fighter jets struck additional targets in the area”. View More 30 June 2023 National Security Advisor Tzachi Hanegbi remarked that “we are not getting closer [to attacking Iran] because the Iranians have stopped, for a while now, they are not enriching uranium to the level that in our view is the red line”. “But it can happen”, he added. “So we are preparing for the moment, if it comes, in which we will have to defend the people of Israel against a fanatic regime that is set on annihilating us and is armed with weapons of mass destruction”. The following day, a media outlet close to Iran’s Supreme National Security Council contended that “the Zionist regime [ie, Israel], which is [facing a] deterioration of its domestic situation, has narrated a failed operation from a year ago in Iran where all its agents were arrested in an upside-down manner”. View More 29 June 2023 Prime Minister Netanyahu affirmed that “we are working without respite against the attempts of Iran and its proxies to open terrorist fronts against us – in Syria, Lebanon, Gaza and in Judea and Samaria. We are also working against Iran’s efforts to develop terrorist cells and capabilities in neighbouring countries, which are not countries in conflict with us. We will not allow Iran to establish itself on our borders. We will not allow it to build precision weapons factories in Lebanon and Syria. And, of course, we will not accept Iran’s intentions to develop a nuclear arsenal. Gallant further warned that “whoever finances terror, or maintains a financial relationship with terror operatives, must know that he is a target, just like anyone who directs terrorism”. It is flawed in that it doesn’t set back Iran’s infrastructure, and it does give them a measure of money, which I think they’ll use for bad. But it’s not quite as bad as the first thing [ie, the JCPOA]”.
