Will joined Crisis Group in July 2018 as the Deputy Program Director for Europe and Central Asia. Based in the UK, Will travels frequently to the region, supporting the programme director and other analysts in developing research initiatives, shaping and refining analysis and policy options, and maximising opportunities for advocacy, especially with national and international policy makers.

Areas of Expertise

  • Peace and security in the former Soviet Union, especially Russia, the South Caucasus and Ukraine.
  • Dialogue facilitation and mediation, including ceasefire mediation and management.

Professional Background

From 2015 to 2017 Will served as a political analyst with the OSCE Special Monitoring Mission to Ukraine. He previously served as head of the South Caucasus desk in the OSCE’s Conflict Prevention Centre; with the personal representative of the OSCE chairman-in-office dealing with the Nagorno Karabakh conflict; and in Tajikistan.

Will has also served in programme management roles in British embassies in Kyiv and Moscow, and in the public sector advisory service of PricewaterhouseCoopers.

He holds an MA in Classics and Modern Languages from the University of Oxford.
