The arsons occurred after an international delegation headed by Federation mediator Dr Christian Schwarz-Schilling met with local authorities and other international agencies earlier in the day to discuss the return of displaced Serbs to the area. With this report, the International Crisis Group (ICG) hopes to contribute to the international community’s as well as Bosnian authorities’ efforts to ascertain the facts surrounding the May incident, responsibility thereof, and suggests additional measures to prevent future such incidents.
