Russia's defence minister, Sergei Shoigu, announced that "a modern S-300 air defence missile system will be supplied to the Syrian armed forces within two weeks". The U.S. national security advisor, John Bolton, characterised the plan as a "significant escalation", and stressed that U.S. forces would remain in Syria "as long as Iranian troops are outside Iranian borders".
