Media reports indicated that senior U.S. officials convened and developed options for “deterring any attack on U.S. military or diplomatic personnel in Iraq” following a 20 December rocket attack in Baghdad. An unnamed official said with respect to the proposals due to be submitted for President Trump’s consideration: “Each one is designed to be non-escalatory and to deter further attack”.
