A senior U.S. intelligence official assessed that “Lebanese Hizbollah maintains a high threshold for conducting attacks in the Homeland”, adding: “Secretary General Hassan Nasrallah balances his organisation’s view of the U.S. as one of its primary adversaries against the likelihood of U.S. retaliation if the group decided to conduct an attack”. Relatedly, FBI Director Christopher Wray indicated that “Hizbollah also continues to conduct intelligence collection, financial activities and procurement efforts to support its terrorist capabilities… the Government of Iran and Hizbollah each seek to establish infrastructure here, potentially for the purpose of conducting operational or contingency planning”.
