A senior U.S. diplomat posited that "normal nations do not engage in prolonged proxy wars against their neighbours, continue destabilising behaviour with persistent ballistic missile testing and proliferation and posture themselves for illegal nuclear weaponisation breakout. If Iran abandons such behaviours and thus comes to act like a normal nation, U.S. officials have indicated that they would be willing to treat it as a normal nation in every way". He added that the U.S. is "prepared to lean hard on our partners and the international community" in pursuit of U.S. policy goals.
