The Saudi foreign minister, Adel al-Jubeir, argued that "the primary regional actor for instability has been the Khomeini revolution in Iran, and the behaviour and the actions of the Iranian state ever since". Describing an Iranian "vision of darkness, which seeks to spread sectarianism, encourages terrorism, seeks to dominate other countries and seeks to destabilise the region", al-Jubeir added that "we know that light always triumphs over darkness".
