Briefing / Middle East & North Africa 24 نوفمبر 2011 1 minutes مسارات غير مطروقة: التأمل في تبعات الديناميكيات السورية Share Facebook Twitter البريد الإلكتروني Linkedin Whatsapp حفظ الطباعة Download PDF Full Report Also available in Russian Russian English Arabic نظرة عامة زال من غير المؤكد ما إذا كانت الأزمة السورية دخلت مرحلتها الأخيرة بعد أم لا، لكن ما من شك في أنها دخلت أخطر مراحلها حتى الآن. تتميز المرحلة الراهنة بمزيج خطير من الرهانات الإستراتيجية المرتفعة والمرتبطة بالتنافس الإقليمي والدولي من جهة والمواقف المشحونة عاطفياً، والاستقطاب الطائفي والتمنيات السياسية من جهة أخرى. مع تحول الديناميكيات سواء في سورية أو على الساحة الدولية بشكل كامل ضد النظام، فإن ردود الفعل تتراوح بين التحدي الهستيري من قبل مؤيديه وتفاؤل المحتجين بقرب انتهاء المأزق الدموي ومخاوف من عمليات الانتقام الطائفي أو حتى الحرب الأهلية، وهي مخاوف تعتري كثيرين، وصولاً إلى إحساس بالنصر بين أولئك الذين ينظرون إلى الأزمة باعتبارها فرصة تاريخية لتحقيق تحول حاسم في ميزان القوى الإقليمي. إلا أن العنصر الغائب تماماً يتمثل في تقييم رصين للتحديات التي أطلقتها هذه التحولات ومخاطر حقيقية من أن تؤدي هذه التحولات إلى تعطيل عملية الانتقال الناجح أو حتى إيقافها نهائياً. هناك على وجه الخصوص خمس قضايا من المحتمل أن تصيغ الأحداث، هذه القضايا لازالت غائبة عن النقاش العام، وهي: مصير الطائفة العلوية؛ الارتباط بين سورية ولبنان؛ طبيعة الانخراط الدولي المتزايد وتداعياته ؛ الأثر بعيد المدى لتنامي عسكرة الحركة الاحتجاجية؛ الإرث الذي سيخلّفه الانحلال الاجتماعي، والاقتصادي والمؤسساتي. كثيرون الآن في سورية وفي الخارج يراهنون على السقوط الوشيك للنظام ويتوقعون أن يكون كل شيء أفضل بعد ذلك. إلا أن هذا من قبل الترف والتفاؤل غير المبرر. بدلاً من ذلك، فقد حان وقت مواجهة الصعوبات ومعالجتها قبل أن يفوت الأوان. في "مسودة البرنامج السياسي" الذي أصدره المجلس الوطني السوري في 20 تشرين الثاني/نوفمبر – وهو هيئة تضم عدداً من جماعات المعارضة – قدّم صورة لحركة سلمية تماماً تعاني من القمع الوحشي. أما النظام وحلفاؤه فيصفون الأزمة بشكل منتظم على أنها مجرد تجليّات داخلية لصراعٍ إقليمي ودولي شرس. وهاتان الروايتان تقدمان الأمور على أنها إما أبيض أو أسود وتتناقضان كلياً مع بعضهما البعض وتستبعد كلٌ منهما الأخرى. كلا الروايتان تتجاهلان نقطة محورية تتمثل في أن الإدارة الناجحة لهذه الأزمة التي باتت مدولّة بشكل متزايد تعتمد على فهم واضح للمنطقة الرمادية التي تفصل بينهما. هذا التقرير الموجز يحلل القضايا المحورية ويقدّم، في خلاصته، توصيات لمعالجتها. دمشق / بروكسل، 24 تشرين الثاني/نوفمبر 2011 Download pdf to continue reading the full report I. Overview The Syrian crisis may or may not have entered its final phase, but it undoubtedly has entered its most dangerous one to date. The current stage is defined by an explosive mix of heightened strategic stakes tying into a regional and wider international competition on the one hand and emotionally charged attitudes, communal polarisation and political wishful thinking on the other. As dynamics in both Syria and the broader international arena turn squarely against the regime, reactions are ranging from hysterical defiance on the part of its supporters, optimism among protesters that a bloody stalemate finally might end and fears of sectarian retribution or even civil war shared by many, through to triumphalism among those who view the crisis as an historic opportunity to decisively tilt the regional balance of power. Yet, almost entirely missing is a sober assessment of the challenges provoked by these shifts and the very real risk that they could derail or even foreclose the possibility of a successful transition. In particular, five issues likely to shape events have been absent from the public debate: the fate of the Alawite community; the connection between Syria and Lebanon; the nature and implications of heightened international involvement; the long-term impact of the protest movement’s growing militarisation; and the legacy of creeping social, economic and institutional decay. Many in Syria and abroad are now banking on the regime’s imminent collapse and wagering that all then will be for the better. That is a luxury and an optimism they cannot afford. Instead, it is high time to squarely confront and address the difficulties before it is too late. In the “draft political program” it released on 20 November, the Syrian National Council ‒ an opposition umbrella group – presented the image of an entirely peaceful movement enduring savage repression. The regime and its allies regularly describe the crisis solely as the local manifestation of a vicious regional and international struggle. The two black-and-white narratives are in every way contradictory and mutually exclusive. Both miss a central point: that successful management of this increasingly internationalised crisis depends on a clear-eyed understanding of the grey zone that lies between. This briefing analyses and in its Conclusion presents recommendations for handling the pivotal issues.
